Job Summary

This position leads the assessment, selection, negotiation, execution of contracts and relationship management of vendors providing externally contracted services managed by various DS departments. Manages the entire Outsourcing process from Request for Proposal (RFP) to final contract and also manages vendor relationships throughout this process. Has strategic vision and demonstrates leadership skills. This person must be experienced and comfortable leading complex initiatives of high dollar value from inception through to implementation. This role demonstrates the ability to handle global projects through established interactions with Japan and Europe as required. This role is responsible for leading collaborations with all required departments to draft project and study-specific RFPs. Shows confidence and competence at handling tenuous or challenging relations. Demonstrates strategic foresight and thought when approaching tasks and ensures that all key stakeholders are fully on board.

Responsibilities
  • Demonstrates strong knowledge of the industry, vendor base, and regulatory issues. Builds content of the contract; negotiates multi-layered terms. Focuses at the service, study, and program level. Works across complex phase 2 and 3 of studies, across programs, and at the local and cross-regional level. Provides critical evaluations and implications of decisions. Develops sourcing strategies to build a good vendor base. Manages vendor relationships.
  • Provides consistent leadership of the strategic procurement activities involving the assessment, selection, negotiation and management for externally contracted services.
  • Acts as liaison within Finance, Legal and other internal Daiichi-Sankyo functions and outside consultants to resolve issues and provide information, as required, facilitating contract negotiation and issue resolution ensuring that such contracts are consistent with Daiichi Sankyo quality, business, and corporate business objectives.
  • Oversees the CRO outsourcing vendor selection process by managing the on-site operational assessment of vendors being considered.
  • Oversees the CRO Program/Franchise level outsourcing vendor selection process by managing the scorecard completion
  • Identifies and recommends additional measurable cost-reduction programs for potential future development and implementation. Builds content of the contract; negotiates multi-layered terms.
  • Develops sourcing strategies to build a good vendor base and Manages vendor relationships. Persuades and influences CRO leadership and internal stakeholders. Coaches and mentors colleagues. Provides expertise and understanding of procurement principles, legal language and vendor selection criteria.
  • Ensure vendor (CRO, ARO, etc) relationship management:
    • Act within Daiichi Sankyo as the primary contact point for all vendor-related issues
    • Lead, escalate and provide support to project specific issues (organizational, operational, contractual, financial and relationship) when the project teams cannot resolve with Vendor
    • Communicate on a regular basis to management on all key outstanding issues
    • Ensure awareness throughout the Daiichi Sankyo organization of any vendor obligations
    • Facilitate study/program goal setting (time and quality)
    • Attend sessions with senior level Daiichi Sankyo and CRO staff to work backwards from timeline goals to establish acceleration plans and follow through
    • Collaboration with Daiichi Sankyo functional operational groups to re-enforce existing acceleration goals and establish best practices
    • Act as the secretariat for preferred partner and strategic alliance vendor joint Operations and Steering Committees.
  • Lead the development and implementation of new processes, procedures and/or systems to improve organizational efficiencies and cost controls. Responsible for the development and management of other ad hoc special projects as they arise. Required to keep informed of industry trends and newsworthy happenings, company product pipeline progress, and overall financial position of the Company in order to provide meaningful support and input into the Outsourcing strategy and its implementation plan. Study and program level contracts of high complexity across phase 2 and 3 of studies and across programs
  • Demonstrates expert understanding of procurement principles, legal language, vendor selection criteria. Problem solves and negotiates in most service types, studies, and programs. Coaches and mentors colleagues (may have direct reports in the future). Persuades and influences CRO leadership and internal stakeholders. Requires minimal supervision at the study level, Acts as the overall BRM with vendors (cross-studies with the vendor). Proactively predicts and prevents issues and conflicts; appropriately escalates as needed.
Qualifications

Education and Experience
  • Masters Degree in Business Administration or Life Sciences preferred (would take highly experienced with Bachelors)
  • Minimum 10 years in outsourcing, health sciences or related field (clinical trials), deep experience in vendor management
